Yes, You can create express shipping above and below certain price with this Advanced Flat Rate Shipping Method For WooCommerce plugin.You can set express shipping on particular order amount minimum and maximum in the plugin. For example, if you want to set up a particular shipping cost for minimum $100 order total. In this case, the shipping method will only be visible to the customer if the order amount is greater than and equal to $100. For orders smaller than $100 it will not be visible. You can use this feature when you want to skip shipping charge when the order amount is less than what you specified.
